The car parked on Albright Street for nearly two years has housed a female. If parking restrictions are resumed, perhaps the woman could be helped.
Resuming parking enforcement for vehicle dwellers will be heard at the L.A. City Transportation Committee meeting, tomorrow, March 1, at 3 p.m. Members of the committee include Councilmen Mike Bonin (chair), Paul Koretz and Joe Buscaino.

In March 2020, in response to the Coronavirus (COVID-19) pandemic, the City of Los Angeles declared a local emergency, which included halting parking enforcement.
In October 2020, as residents returned to the workplace, LADOT resumed enforcement for all parking violations with the exception of vehicle dwellings.
In the Department’s report to City Council (CF 20-0147-S7), LADOT reported back with a plan that included identifying vehicle dwellings, a service-led approach for people living vehicles and conditions for citation and towing of abandoned vehicles not in use. This report identifies potential locations for use as Safe Parking or Safe Storage of oversize vehicles.
This is an opportunity for people in Pacific Palisades to take a step towards getting help for the woman who lives in her car on Albright and who defecates on neighbor’s lawns. Your voice or a comment will also help in moving the vehicles that are illegally parked on Jefferson Boulevard that are destroying the Ballona Wetlands.

Good afternoon, Council Members.
I support item 2.
The moratorium on parking enforcement has allowed over 60 vehicles to park on Jefferson Blvd next to Ballona Wetlands Ecological Reserve & Freshwater Marsh. Half of these vehicles are RVs and half are cars. This environmentally sensitive habitat is one of the last significant freshwater wetland landscapes on our coast.
The vehicle dwellers by the Wetlands & Marsh are causing crime and environmental hazards. This habitat is not safe for anyone including the unhoused. Some examples:
- Meth lab in an RV.
- 80 LAPD service calls last year.
- 5-acre fire
- four people shot
- Defecating
- Dumping their septic tanks & needles
- Killing wildlife and plant species, some are on the endangered list
- Desecrating this culturally significant area which is the burial ground for the Tongva Indian tribe.
Please remove the parking moratorium on both RVs & cars to protect this delicate ecosystem.
City Safe parking areas were checked for availability. There are 162 car parking spots, and 55 RV parking spots are available for these vehicles.
Additionally, LAX has approved 75 parking spots for cars and RVs.
Please offer these spots to the vehicle dwellers.

The RVs parked along Ballona allow garbage and human waste to go into the environmentally sensitive area. The City has not enforced “no parking.”
Parking in the palisades, it’s ok to park on on Albright for two years, but twenty feet away on. Monument st if your 2 minutes late a meter its a $ 90.00 ticket.
